ECSEL JU opens 3 concurrent Calls in 2019 (1 for ECSEL-IA, 1 for ECSEL-RIA and 1 for ECSEL-CSA type of actions). The ECSEL-CSA action is related to the Health.E Lighthouse Initiative adopted in 2018:

Who can participate?

The ECSEL JU Programme is open to any organisation that can make a contribution to the RD&I objectives of the programme. However, there are specific eligibility criteria relevant in the each ECSEL Participating State: these are listed in the Work Plan 2019 (see below). For general participation criteria relevant for H2020, please refer to the relevant H2020 On-Line manual page available here. Participants from the UK are particularly encouraged to note the specific information there.

13/03/2019 The ECSEL JU Work Plan 2019 has been updated with information about national eligibilities for Italy, Sweden, Turkey, and United Kingdom.

The "Topic Conditions" text for the H2020-ECSEL-2019-1-IA and H2020-ECSEL-2019-2-RIA Calls in the Funding and Tenders Portal has been updated as indicated below to draw the applicants' attention to the eligibility conditions.
Applicants are invited to pay special attention to the eligibility conditions:
 

  1. its content corresponds, wholly or in part, to the topic description for which it is submitted
  2. minimum number of legal entities: at least 3 legal entities; each of the three must be established in a different Member State or associated country; all three legal entities must be independent of each other.
  3. duration of the project (limited to 3 years), 
  4. size of the consortia (maximum 90 participants for H2020-ECSEL-2019-1-IA Call and maximum 50 participants for H2020-ECSEL-2019-2-RIA Call) 
  5. budget capping per project (the maximum EU contribution that can be requested is 25 M€ for H2020-ECSEL-2019-1-IA Call and 12 M€ for H2020-ECSEL-2019-2-RIA Call) and per partner (the maximum EU contribution a beneficiary can request in a project is limited to 50% of the total EU funding of the project for H2020-ECSEL-2019-1-IA Call and to 40% of the total EU funding of the project for H2020-ECSEL-2019-2-RIA Call). 

At the PO stage (stage 1 of the Call) the non compliance with the condition 1 and 2 leads to exclusion (proposal declared not eligible and not evaluated) the non-compliance with conditions 3-5 will result in a warning given to the consortium.
At the FPP stage (stage 2 of the Call) the non-compliance with conditions 1-5 leads to exclusion (proposal declared not eligible and not evaluated).

The ECSEL JU Work Plan 2019 has been updated to correct the submission deadline for the CSA Call from 28 March 2019 to 27 March 2019.

The ECSEL JU Work Plan 2019 has been updated with information about the national budgets and eligibility criteria for Portugal, Germany, Finland, Italy, Israel, Spain as well as the wording in the topic table to mirror the working in the MASP and correction of some typos.

The national budgets table on ECSEL JU website has been updated accordingly. 

The "GB decision on Lighthouse Initiatives" document has been updated to its latest version.

General Calls Information

In order to submit a project proposal, applicants must use the on-line tools provided for this purpose by the European Commission through its “Funding and Tenders Portal”, which can be accessed through the Calls pages (pages become available on the day the Calls are opened): 

All the documents related to the ECSEL JU Calls for Proposals 2019 are provided for the applicants’ convenience in the Calls 2019 Documents section on this website as well as in the Calls Pages in the Funding and Tenders Portal. However, the templates (editable documents) for the proposal submission can only be downloaded for the Calls Pages in the Funding and Tenders Portal when a draft proposal is created – models (pdf files) are provided just for the applicants’ information. Applicants are advised to check the Guide for Applicants to ECSEL JU Calls for Proposals before preparing and submitting their proposal.

 

H2020-ECSEL-2019-1-IA and H2020-ECSEL-2019-2-RIA are both two-stage Calls. Therefore, the submission of a Project Outline (stage 1) is mandatory. Only proposals having submitted a Project Outline and successfully passed this first stage evaluation (scored above threshold) will be allowed to submit a Full Project Proposal.

H2020-ECSEL-2019-3-CSA-Health.E is a one-stage Call.

Full details of the topics open for proposals, terms and conditions for participation, funding budgets, funding rates, evaluation criteria (including weighing factors),etc. for each of the Calls are available in the ECSEL JU Work Plan 2019 (see the Calls 2019 Documents section). 

Note that in 2019 in the H2020-ECSEL-2019-2-RIA-two-stage Call there are 2 Special Topics with a dedicated budget each and specific conditions as described in the ECSEL JU Work Plan 2019.

The detailed description of the focus areas/topics/major challenges is provided in the ECSEL MASP 2019 (Multi-Annual Strategic Plan - see the Calls 2019 Documents section). 

Participants are strongly encouraged to carefully check which focus areas/topics/major challenges are open in each call and make sure their proposal is submitted in the correct place.

Applicants requesting national/regional/ESI Funding must contact the National Funding Authorities in their own countries as indicated in the Section 9 of the ECSEL JU Work Plan 2019 before submitting the proposals to check their eligibility and conditions for receiving national/regional/ESI Funding.

Applicants from several countries are requested to provide a Part C (with information specific for the respective countries) – refer to Section 9 of the ECSEL JU Work Plan 2019 for more information. The Part(s) C require an encryption/password provided by the ECSEL JU office. The participants are kindly reminded to email the ECSEL JU office to get the password at calls@ecsel.europa.eu.

Calls 2019 do not foresee submission of Expression of Interest (EoI) for Lighthouse Initiatives (LI).

Budget

The tables below show the actual figures of the ECSEL Participating States commitments included in the ECSEL JU Work Plan 2019 as well as all received from them in the meantime. The figures below will be included in the future Work Plan 2019 update that shall be adopted by the Governing Board in due time.

The overall EU budget (JU contribution) for Calls 2019 is: 173.8 M€

The budgetary figures given are indicative. The total public funds awarded by the ECSEL Joint Undertaking to projects arising from the Calls 2019, following the evaluation and selection of proposals, may differ from the total budget indicated above.

A webinar for organizations interested in applying in the ECSEL RIA and IA Calls in 2019 was held by the ECSEL JU Office on Wednesday 13 February 2019 from 14h00 to 16h00 (Brussels time).
