Two-phase calls in 2015

Updates

16 October 2015: Ireland commitment is increased to 13 M€ for 2015 calls, subject to usual conditions regarding eligibility and committee approval.

19 August 2015: 

  • Each Spanish participant submitting through the Ministry of Industry, Energy and Tourism (MINETUR) need to create a file with administrative and financial information and upload this in the ECSEL Proposal Submission system as Part C (one file for each participant). In order to help Spanish participants to provide the information for the Part C of the proposals, the Ministry of Industry, Energy and Tourism (MINETUR) recommends to use the following index for each Spanish enterprise (SME, LE, GE) and technology center (CT, RD 2093/2008 29th December) involved in the project.

17 July 2015:

  • For Italian partners wishing to join projects under Call 2015:

    The national authorities (MIUR) have announced that the integrative call, containing the part C template (which needs to be provided by Italian partners wishing to participate to an ECSEL project in this call), has been published on the website: http://www.ricercainternazionale.miur.it/era/jti/ecsel-2.aspx.

23 April 2015: Correction in German funding rules.

21 April 2015: Minor editorial corrections to the Italian specific eligibility rules have been implemented.

16 April 2015 :

  • Portuguese commitment to the ECSEL 2015 call will be of 1.500.000€ with no separation between RIA and IA. 
    Total budget of each RTO involved in a proposal cannot exceed 300.000€. There is no budget limitation to large companies or SMEs, but applicants may be asked to present proof of financial capacity to support their participation in the project.
    The Work Plan is updated with the Portuguese commitment and the eligibility criteria.
  • Danish commitment to the ECSEL 2015 call will be of 10.000.000DKK with no separation between RIA and IA.

Introduction

ECSEL is a partnership between the private and the public sectors for advancing the state-of-the art in electronic components and systems.

The ECSEL Joint Undertaking is established within the meaning of Article 187 of the Treaty on the Functioning of the European Union for the implementation of the Joint Technology Initiative on 'Electronic Components and Systems for European Leadership' for a period up to 31 December 2024.

The ECSEL Joint Undertaking has legal personality: it is established by Council Regulation which can be downloaded HERE.

GENERAL CALL INFORMATION

ECSEL JU opens two concurrent Calls in 2015:

  • H2020-ECSEL-2015-1-RIA-two-stage - Research and Innovation Actions (RIA)

  • H2020-ECSEL-2015-2-IA-two-stage - Innovation Actions (IA)

Both ECSEL Calls 2015 have two stages, Project Outline (stage 1) and Full Project Proposal (stage 2). The submission of a Project Outline is mandatory, only proposals having submitted a Project Outline will be allowed to submit a Full Project Proposal.

In order to submit a project proposal, applicants must use the on-line tools provided for this purpose by the European Commission through its “Participant Portal”, which can be accessed through the Call pages:  H2020-ECSEL-2015-1-RIA-two-stage or H2020-ECSEL-2015-2-IA-two-stage.

Full details of the topics open for proposals, terms and conditions for participation and funding budgets are available in the ECSEL JU Work Plan for 2015.

The topics for all Calls are described in the ECSEL Multi-Annual Strategic Plan (MASP), document ECSEL-GB-2014.22. This can be downloaded here: ECSEL MASP 2015.

(Note that the calls in 2015 do not address the “Excellence and competence centres” and the “Innovation support actions”).

Applicants must refer to both these documents in their proposals and must describe their proposal using the Part B template (Pdf) for ECSEL-JU. This Part B template showed here is just for reference; the valid Part B template needs to be downloaded during proposal submission via the Participant Portal at the above mentioned ECSEL Call pages: H2020-ECSEL-2015-1-RIA-two-stage or H2020-ECSEL-2015-2.

RIA differs from the IA in the technology readiness level focus and, therefore, in the applicable reimbursement rates. For funding rates of the RIA and IA but also for the national contribution please refer to the ECSEL JU Work Plan for 2015.

Applicants may submit proposals referring to cost items contributing towards the milestones and deliverables of an action that are independently funded by other European sources.

Applicants must contact the National Funding Authorities (refer to the National contact points for the ECSEL programme in Annex G of the Work Plan) in their own countries before submitting the proposals to check their eligibility and conditions for receiving national funding.

Beneficiaries from some countries require the submission of Part(s) C (please refer to Annex G of the Work Plan for more information). The Part(s) C require en encryption/password provided by the ECSEL JU office. The participants are kindly reminded to email the ECSEL JU office to get the password at calls@ecsel.europa.eu

Budgets

The tables below show the actual figures of the ECSEL Participating States commitments included in the ECSEL JU Work Plan 2015 as well as all received from them in the meantime. The figures below will be included in the future Work Plan 2015 update that shall be adopted by the Governing Board in due time.

[¹]  The EU contribution is based on the budget foreseen for JTIs in the general Union budget. The total EU contribution for CALL ECSEL-2015-1 RIA and CALL ECSEL-2015-2 IA is 145 M€, of which 95 M€ represents revenues from the 2015 general Union budget and 55 M€ represents estimated revenues from 2016 estimated general Union budget. The amount of 50 M€ deriving from the 2016 estimated general Union budget is subject to its adoption by the budgetary authority and may be updated accordingly
