ECSEL JU opens 4 concurrent Calls in 2018 (1 for ECSEL-IA, 1 for ECSEL-RIA and 2 for ECSEL-CSA type of actions). The ECSEL-CSA actions are related to the 2 Lighthouse Initiatives adopted in 2017

The ECSEL JU Work Plan 2018 has been amended to reflect the changes in budgets allocated by France and the Netherlands.

The ECSEL JU Work Plan 2018 has been amended to Increase the page limits for the Part B (Technical Annex) of the proposals for the stage 2 (FPP) of H2020-ECSEL-2018-1-IA-two-stage  and H2020-ECSEL-2018-2-RIA-two-stage Calls (pages 34 and 42).
The Template for the Part B (Technical Annex) for has been updated as follows:
  • Increased the page limits for the stage 2 (FPP) of H2020-ECSEL-2018-1-IA-two-stage  and H2020-ECSEL-2018-2-RIA-two-stage Calls (pages 1, 5, and 8) 
  • Correction of clerical error (typo) Table 3.1b (pages 8 and 11)

The ECSEL JU Work Plan 2018 has been updated as follows:
  • Update the national eligibility criteria for Italy (documents to be submitted to MIUR by the same deadline as the Full Project Proposal (FPP) phase of the ECSEL call instead Project Outline (PO) Phase) (pages 89 & 91)
  • Update the financial commitment of Austria and national eligibility criteria/conditions (pages 26, 27 and 59)
  • Correction clerical error (typo) – budget (page 50)

ATTENTION TO: Coordinators of proposals with applicants from countries with no specific placeholder for Part C in the submission system.
In case of consortia with applicants from only ONE of the countries for which no specific placeholder was assigned in the submission system the coordinator is advised to use the unassigned/general placeholder named "Part C". 
In case of consortia with applicants from MORE than ONE such country (2 or 3 - for example participants from Spain, and Germany and Switzerland) the coordinator is advised to first put together in one file the Part(s) C of the applicants from each country (e.g. 1 file for Spain, 1 file for Germany and 1 file for Switzerland) and afterwards to create 1 zip file with all these (2 or 3) files and upload the password protected zip file in the unassigned/general placeholder named "Part C". The password is provided by the ECSEL Office upon request at calls@ecsel.europa.eu

NEW: IMPORTANT INFORMATION for the German Applicants (Form C)
This year German Applicants are requested to provide a Form C - a national cost table together with the other documents of the project outline.
The template (National Grant Table FORM C Germany) is available as a xls file at: https://www.elektronikforschung.de/foerderung/europaeische-foerderung/ecsel.
It must be filled in and uploaded as a password-protected zip file in the submission system in the participant portal using the unassigned/general placeholder Form C. The password is provided by the ECSEL Office upon request at calls@ecsel.europa.eu

On 23 March 2018 the Participant Portal was upgraded to allow login from mobile devices: smartphones, tablets. This requires an additional security element (e.g. a code that will be send by SMS to the applicant’s smartphone). Applicants can chose between the old (password only) or new (two security elements) mobile login options. Both are not possible at the same time, but one can switch between the two options at any time and as many times as wished.
Caution is advised for the coordinators, who chose the new mobile login option due to the additional security element, which can affect the proposal submission. If for example a code sent by SMS is needed and 5 min before the submission closes the coordinator’s smartphone has no network coverage (roaming issues) or runs out of battery he/she cannot login and therefore may not be able to submit the proposal.

In order to submit a project proposal, applicants must use the on-line tools provided for this purpose by the European Commission through its “Participant Portal”, which can be accessed through the Calls pages (pages become available on the day the Calls are opened):

All the documents related to the ECSEL JU Calls for Proposals 2018 are provided for the applicants convenience in the Calls 2018 Documents section on this website as well as in the Calls Pages in the Participants Portal. However, the templates (editable documents) for the proposals submission can only be downloaded for the Calls Pages in the Participants Portal when a draft proposal is created – models (pdf files) are provided just for the applicants’ information. Applicants are advised to check the Guide for Applicants to ECSEL JU Calls for Proposals before preparing and submitting their proposal.

H2020-ECSEL-2018-1-IA and H2020-ECSEL-2018-2-RIA are both two-stage Calls. Therefore, the submission of a Project Outline (stage 1) is mandatory. Only proposals having submitted a Project Outline and successfully passed this first stage evaluation (scored above threshold) will be allowed to submit a Full Project Proposal.

H2020-ECSEL-2018-3-CSA-Industry4.E and H2020-2018-4-CSA-Mobility.E are both one-stage Calls.
 

Full details of the topics open for proposals, terms and conditions for participation, funding budgets, funding rates, evaluation criteria (including weighing factors),etc. for each of the Calls are available in the ECSEL JU Work Plan 2018 (see the Calls 2018 Documents section).

Note that in 2018 in the H2020-ECSEL-2018-2-RIA-two-stage Call there is a Special Topic with a dedicated budget and specific conditions as described in the ECSEL JU Work Plan 2018.

The detailed description of the focus areas/topics/major challenges is provided in the ECSEL MASP 2018 (Multi-Annual Strategic Plan (see the Calls 2018 Documents section).

Participants are strongly encouraged to carefully check which focus areas/topics/major challenges are open in each call and make sure their proposal is submitted in the correct place.

Applicants requesting national/regional/ESI Funding must contact the National Funding Authorities in their own countries as indicated in the Section 9 of the ECSEL JU Work Plan 2018 before submitting the proposals to check their eligibility and conditions for receiving national/regional/ESI Funding.

Applicants from several countries are requested to provide a Part C (with information specific for the respective countries) – refer to Section 9 of the ECSEL JU Work Plan 2018 for more information. The Part(s) C require an encryption/password provided by the ECSEL JU office. The participants are kindly reminded to email the ECSEL JU office to get the password at
calls@ecsel.europa.eu.

Applicants, who wish to propose a new ECSEL JU Lighthouse Initiative or to join an existing one are invited to do so by submitting the EoI (Expression of Interest) Lighthouse Initiative Template (“3-page document”) at the FPP Phase (second stage of the Calls). NO action is required at the PO Phase (first stage).

Budget

The tables below show the actual figures of the ECSEL Participating States commitments included in the ECSEL JU Work Plan 2018 as well as all received from them in the meantime. The figures below will be included in the future Work Plan 2018 update that shall be adopted by the Governing Board in due time.

The overall EU budget (JU contribution) for Calls 2018 is: 174.93 M€

The budgetary figures given are indicative. The total public funds awarded by the ECSEL Joint Undertaking to projects arising from the Calls 2018, following the evaluation and selection of proposals, may differ from the total budget indicated above.
